ObituaryApr 23, 1959Rites Held for E. Houghton, S.F. Lawyer Private funeral services were held yesterday for Edward T. Houghton, San Francisco lawyer and expert on California water conservation. Mr. Houghton, 83, died Tuesday at his home, 2801 Claremont Blvd., Berkeley. He was born in Oakland, and attended San Francisco's Lowell High School. He was a graduate of the University of California and Harvard Law School. Mr. Houghton was the author of the "California Water Storage Act," and co-author of the "California Water Conservation District Act." He was also general counsel of the South Kings River Association. He is survived by two daughters, Mrs. Elise Bour-bousson and Mrs. Clariss Eliot.

Charles D. Houghton, for eight years deputy city attorney, died suddenly yesterday morning at his home, 132 South Serrano street, from heart failure. While he had complained, Wednesday evening of feeling slightly ill, he did not regard it as serious, but ten minutes after he awoke at 6:30 o'clock yesterday morning, he expired. He was born fifty-two years ago at San Jose, and was the son of Sherman Otis Houghton and Elize P. Donner Houghton. His father was the first Congressman elected from Southern California and secured the first Congressional appropriation for Los Angeles Harbor. His grandfather, George Donner, was leader of the Donner Lake party which was lost in the Sierra Nevada Mountains in the '40's.
Mr. Houghton was educated at the University of California and practiced law on his removal to this city. From 1909 to 1917 he was a deputy in the City Attorney's office and at the time of his death was a member of the law firm of Houghton & Robertson, his partner being Howard Robertson, president of the Board of Public Service Commissioners. Besides his widow, who was Meta Houghton, the attorney leaves his mother, two brothers, S. O., Jr., and Stanley Houghton, and two sisters, Clara and Elizabeth P. Houghton, all of this city. The funeral arrangements have not been completed. Mr. Houghton was a close friend of the late Charles D. Pillsbury, who was for years a deputy city attorney and died recently. The City Council yesterday directed that ----? of condolence be prepared in memory of Mr. Houghton.11
