Irvin C. Houghton, a retired chemist for Jefferson Parish, died Sunday at Integrated Health Service of Marrero. He was 91. Mr. Houghton was born in Canyon City, Colo., and lived in Marrero for the past 38 years. Survivors include his wife, Dorothy Ingram Houghton; two sons, Richard and William Houghton; two daughters, Judith Houghton and Susan H. Berry; a sister, Ruth H. McIntyre of San Mateo, Calif; 10 grandchildren; and nine great-grandchildren. A memorial service will be held Saturday at 1 p.m. at Our Lady of Prompt Succor Catholic Church, 146 Fourth St., Westwego. Burial will be private. Mothe Funeral Home is in charge of arrangements.1

BiographyLorene Kelly: Irvin was born in Colorado, educated in Colorado and migrated to the gulf coast of Texas in the early forties. His occupation as a petroleum chemist did not suggest the creative juices stirring within. He soon found great interest in driftwood that washed up on the shore near Texas City, Texas. Where others saw limbs, branches and debris, Irvin saw the forms hidden within the wood. He soon began to liberate these spirits. Irvin was not trained as a sculptor and worked with an inexpensive set of woodcarving tools. He wrapped his hand with cloth to protect his hands and carved away with grim determination and small tools. He never sold any pieces and most of his work is now in private hands.

She studied dance and drama at the University of Texas. Not long after graduating in 1957, Ms. Houghton choreographed shows in Dallas, Austin, Galveston, and Texas City, and began teaching at a new dance school in Dallas. She was affiliated with the Southern Methodist University dance faculty and produced live shows at Cedar Point in Sandusky, Ohio, at Six Flags locations in Texas and Georgia, and at Marine World and Seven Seas. She also partnered with Charles R. Meeker, Jr. and others in the operation of "Charlie's Place" in Fort Worth. Ms. Houghton worked with show business legends such as Bob Hope, the Smothers Brothers, and Jimmy Durante while serving as Vice-President and General Manager of Miss Teenage America. She not only produced the Miss Teenage America national telecast for many years, but traveled the world producing Miss Universe pageants. Her credits include countless major productions for communities as well as major corporations such as Dr. Pepper. She took joy in spotlighting young talent - several Broadway and television personalities made their professional debuts in her shows. Ms. Houghton went on to work as Communications Director for the Alzheimer's Association in Dallas and as meeting planner for the Texas Payroll Conference, which honored her with the creation of an annual educational scholarship in her name. She is survived by a large and loving family and a wide circle of friends. A memorial service for Ms. Houghton will be held on Saturday, January 28, at 4:00 pm at Sparkman Hillcrest Funeral Home. Her ashes will be scattered at the grave site of her parents, Mr. Irvin C. and Mrs. Dorothy Houghton, in the Galveston County Memorial Cemetery near Hitchcock, Texas. In lieu of flowers, the family requests that donations be sent to the Alzheimer's Association .

Judith, “Judy” Houghton passed quietly in sleep at Presbyterian Hospital on January 19, 2012 at the age of 72. She was born in Rawlins, Wyoming, and moved to Texas at the age of 3. Many current-day attendees may only recognize her name because the TPC scholarship which was established in her honor. TPC veterans knew Judy as our first conference planner.



Judith studied dance and drama at the University of Texas. Not long after graduating in 1957, she choreographed shows in Dallas, Austin, Galveston, and Texas City, and began teaching at a new dance school in Dallas. She was affiliated with the Southern Methodist University dance faculty and produced live shows at Cedar Point in Sandusky, Ohio, at Six Flags locations in Texas and Georgia, and at Marine World and Seven Seas. She also partnered with Charles R. Meeker, Jr. and others in the operation of “Charlie’s Place” in Fort Worth.

As the meeting planner for TPC from 1989 to 2005, Judy was a loyal and committed friend and supporter of the payroll profession and the Texas Payroll Conference. She was called on a gloomy Saturday about 24 years ago to meet a group of well-intended payroll professionals who needed “some help” planning a state-wide payroll conference. Judy agreed to meet this small group at a Steak & Ale Restaurant to see if she could offer any assistance. Not only did she succeed in helping this small group organize the very first TPC, but she began a legacy that lasted over 17 years.

Dear Friends,

Today we mourn the passing of Judith Houghton who was a friend and mentor to many of us over the last 20+ years.

One of the things I most admired and remember about Judy, is how she made everyone feel like they were the very most important person in the world and although in her early career, she had worked with some extremely famous people like Bob Hope, Donny Osmond, Jimmy Durante (who always called her “Red”), and others, when you were with Judy, she always made you feel like you were the most important person. I went home last night and read some hand-written letters Judy had written to me over the years and was instantly reminded how she was always so encouraging and thoughtful.

The thoughts and prayers of the thousands of people who were lucky enough to know Judy--and the many more that unknowingly benefited from her life--are with Judy’s family today. Rest in peace, my dear friend, we will miss your friendship, adventure and courageous spirit.

Judith Houghton was the best friend Texas Payroll Conference had…..she was a mentor to all the members of the many boards and a coach, cheerleader, advisor, counselor and friend to the presidents. I know I could not have accomplished what I did without her support and guidance during my terms on the TPC boards. I am fortunate and a better person for having known her.

Judith set the goals high for all of us and showed us how to reach them, like she said “we were payroll people and good at it”, but she trained us and made us knowledgeable planners as well. She gave us the information we needed to make good decisions, and always came up with a unique idea or a way to pull off someone else’s idea for the famous TPC parties. She firmly believed we worked hard and deserved to have a good time, so the party was a big part of every TPC.

Judith was a great friend and will be missed. The most fun thing I can think of right now was one year TPC was in Galveston. Judith had her sister sit under a table with an octopus center piece on top. She scared the living daylights out of several people when she moved the octopus arms and talked to them, Kathy Phillips’ reaction I remember most! “Octavia” was the talk of the conference and for a few years after!!

Judith made even the little things fun! My first year on the board, flying home on Saturdays after a meeting, Judith used her Southwest rewards to let us enjoy a glass of wine, to relax and visit. I got so excited when I finally received some coupons for drinks so I could share with her….I’ll miss her and wish you could have known her.

For those that did not know Judith, I can tell you that she was very instrumental in bringing TPC to where it is today. She was a woman of integrity, grace, and great enthusiasm. To echo the words of Jackie Baker, Judith was truly remarkable.

One of the things about Judy that made a great impression on me was how she “managed” the banquet staff at our conference hotels. She had such a sweet spirit and was always able to garner great deals and excellent service because of her gracious and kind demeanor. She set an excellent example not only on how to run a conference, but how to treat people in general.

Judy was also an avid supporter of the Alzheimer’s Association, and it was because of her passion for the organization that I became aware of their purpose. Her dedication to their cause set an example for others, and I’m sure her passing will leave a void.

As many of us mourn her passing, I encourage all who read this to celebrate Judith’s life and legacy. She would definitely prefer laughter over tears.

Even in death, Judith continues to give and asked that in lieu of flowers, donations be made to the Alzheimer’s Association.1
